You have run into the Activation Lock. You will need the hinted Apple ID and Password to remove the Activation Lock. The Activation Lock is a security feature to deter theft and resale of a lost or stolen iPhone.

If you just purchased this iPhone, then my recommendation is to return it back to the seller if you can and try and get your money back OR ask the seller to provide the requested information to remove the Activation Lock.

Please contact the seller (telephone company that you bought the iPhone from) and tell them that there is an Activation Lock on your iPhone and get another one. The iPhone that was sold to you is locked to a previous or another owner.
