Apple won't send me a verification code to recover my ID

I have tried like four times, and I have never received any verification code. I contacted the customer support, but all they say is that they cannot help me because the recovery of ID is entirely handled by the automated system.

When I try iforgot.com to recover ID, it keeps saying that Apple will send a code to my phone number so that I can recover it after waiting 3 weeks. And after waiting 3 weeks, I get nothing - I try again, and still get nothing. I haven't been able to access my ID for like 3 months. Is there any way I can recover my ID?
