What version of iOS on iPad will allow me to turn off the slide over?

Well isn't that sad. I read on my ipad all the time and just one slight touch in the wrong spot and the web pops up. So very annoying.

Is it possible to move it to the left side of the ipad? Probably not, but thought I would ask. Thanks for helping me out.

I guess you answered my questions but I sure am disappointed in the solutions, not that there are any.
