How we can buy iCloud because payment method is declined every day so many time I try

Hi there, I’m having the same kind of problem! I have money in my account to upgrade my storage, but every time I try and upgrade it tells me my payment is declined. I have signed out of iCloud and back in, removed the card put it back on and still can’t upgrade!!!!
