Apple One Premier

I have subscribed to Apple one premier but it does not seem to be sharing with my family. I am continuing to get charged for additional iCloud storage on their devices.

Apple One Subscription-Storage If you are subscribed to Apple One, does the storage plan automatically/force sharing with Family or does the user have the option to share or not share if individual max storage is needed?

I have purchased Apple One Premier which share with my family. My 2TB has been added to my existing 2TB of storage which I have purchased separately. Did you share your storage and did they switch their storage plan as described in Share iCloud+ with your family - Apple Support ?
