I imported a video (recorded on iPhone 13 in 4K) from my camera roll into final cut pro and it's dark/dim. When you hover over it in the library area it is the correct color but when played from within the timeline it's dark.
My library is already in wide gamut HDR and HDR tool effect makes it even darker. Is there anyhow this can be fixed?
Select the clip and show its specs in the Info inspector. It doesn't sound as if the record format on the phone was set to HDR.
It seems that your iPhone video is recorded in HDR (High Dynamic Range) and you are using it in a SDR project (Standard Dynamic Range).

No, you can't. You'll just make a 2020 file that looks like the 709 file. That's what it will look like, a 709 file, when it's in an HDR project. You just have to use the color correction tools to raise the luma and adjust the gamma a bit to make it look more like the 2020 content.
Is there a way to convert the imported clip that's in Rec. 709 to the format of the other videos in the timeline which is Rec. 2020 HLG?
