Can I use Apple Pay to send money using my credit card without neither the sender nor the receiver incurring a charge/fee?

You can send and receive Apple Cash with no fee (except there may be a small fee if the person receiving the cash transfers the money to a debit card but there are other free options). See: Send and receive money with Apple Cash - Apple Support
Note that you cannot fund Apple Cash with a credit card. There is no Apple service to send cash from a credit card.
