Unable to connect cellular on Apple Watch

I recently bought a Apple Watch off from my mother in law but I tried connecting cellular on the watch app but I’m having troubles because my phone carrier spectrum mobile and it says it’s eligible and I need to sign in, after I put in my info, I click sign in, and take me to a page but it’s still loading so idk what to do :/
