I would like to know why when my dad sent me money on Apple Cash it says “Apple Pay is not currently enable on this device”

To receive money sent with Apple Cash, make sure that you have Apple Cash (different than Apple Pay) set up on your device. Refer to the following link: Set up Apple Cash - Apple Support
