I had an iPhone 3s in 2013 and it was running on iOS 4 and it was stolen from me and the new iOS system features wasn't on my iphone so what do I do to get in my iCloud account?

The iPhone is not the issue it's the fact I can't update manage my apple ID account because I forgot my answers to the security questions that I made 12yrs ago.. I'm currently able to get and use my itunes and email account right now.
