The iWork 09 applications are 32-bit and are unsupported on Catalina.
The version of Pages compatible with Catalina is 10.2 thru 11.1. Apple does not provide a full downloadable installer, but you may be able to get Pages v11.1 for Catalina.
Launch the Mac App Store signed in with the same Apple ID as used to install earlier versions of Pages. Press cmd+0 (zero) and this will open the Purchased panel. Locate Pages and click the Update button. You will receive an initial dialog informing that you need a newer version of macOS. Acknowledge that dialog without clicking Cancel. A second dialog should then appear offering to install the last compatible version of Pages for Catalina. Go for it.
