All three of us have different apple ids but use the same iCloud account. I noticed my passwords were showing up on my 13yr phone when I went under keychain.

Keychain Access passwords are not shared in a Family Sharing group.
Everyone's personal files and preferences remain private
When you share iCloud+, family members can't see each others’ photos, files or documents. And when you share other subscriptions, such as Apple Music, Apple Fitness+ or Apple TV+, each person will see their own preferences and recommendations – not the whole family’s.
Are you saying that passwords are being shared? If this is happening then it would seem that two people are using one Apple ID.
If you use the same iCloud account, then you don't have different Apple IDs set up. Using the same iCloud account will make each device act as one.
Each user should have their phone set up completely using their own Apple ID.
