When you back up to your computer using iTunes, can you access your pictures on the computer later?

No. Apple don't provide a method to extract content from the backup. It is for restoring to a device. See Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support.
