iCloud discards IPTC keywords?

I exported some files including all metadata from Lightroom CC on a Windows 10 system. On that system the keywords are visible in the file properties dialog (equivalent of GetInfo on the Mac). I then uploaded them to iCloud Drive. On my iPad I saved them to Photos but the keywords were gone.

How can I preserve the keywords?

Let's further test what you've noticed.

Upload and download photos using iCloud.com and make sure to choose "unmodified original version" and see if this continues.
