My iPhone 7 won’t update, now I have no cell service I cannot get it to update to version 15.03

My iPhone 7 won’t update or let me use my cellular data! I’ve tried updating it will not let me, my wifi is on and working but it will not finish the update.what can I do??

No data: If you see No Service or Searching on your iPhone or iPad - Apple Support.

Cannot update:

You should also Restart your iPhone - Apple Support.
