In an app where free form text is enabled and the keyboard appears, on the keyboard you'll see a microphone key next to the spacebar. Long press (press and hold for 2 seconds) that microphone key. You should see a pop up window to "Enable Dictation". Press Enable Dictation.
If you do not see that microphone key, go into Settings->General->Keyboard and enable Dictation (set to on).
