Wi-Fi pop ups

My iPhone 13 has just recently stopped allowing Wi-Fi pop ups. I’m currently abroad and to use Wi-Fi it redirects you to a log in screen but my phone isn’t doing this, it’s just connecting to Wi-Fi and it says internet not connected. it’s the same where I work. It just recently stopped allowing the pop up so I’ve been unable to connect at work. I’ve been through my settings and I’ve turned off the ‘block pop-ups’ tab but I’m at a loss! It’s a brand new phone and I’ve never had this problem before. Any suggestions?
