How an android user can join my family plan?

I purchased a family plan on Apple Music using an android device. Sent an invitation to my brother who also uses an android device. After opening the link in the mail he is asked to choose a plan, again. Why? How can he start using Apple Music? I thought that I pay for the family plan that covers 6 persons, and I don't quite understand why he needs to choose a plan.
