Why does my phone ring with do not disturb enabled?

I turned on Focus > Do Not Disturb. The little moon icon came on and everything. Someone called me and the phone rang out loud. I do not have that person, or any other person, designated as an emergency caller. Is there some other setting I should be checking?

Classic apple. Do Not Disturb worked just fine, so they broke it.

I think I have the solution, but it's pretty well hidden. Focus defaults to allowing repeat callers to ring through, meaning people who call more than once in a 3-minute time period.

From the Home screen, tap the Settings > Focus > Do Not Disturb.

To allow repeat callers to ring through, tap ALLOWED NOTIFICATIONS People or Apps, tap Calls from, tap the toggle next to Allow Repeated Calls.

I spoke to a couple support people at Apple. They'd never heard of this. Bad enough Apple keeps over-complicating everything, but they could at least clue their support people in.

Hello jeremyfrompelham,

Welcome to Apple Support Communities. We understand that you're still receiving call notifications when Focus is enabled.

You mentioned that you don't have any emergency contacts set up. To make sure we're on the same page, have you checked to see if you have allowed notifications from certain contacts or apps like Phone during this Focus: Set up Focus on iPhone

If you've already checked this, we'd like to make sure that your iPhone 11 is updated to iOS 15.3.1: Update your iPhone, iPad, or iPod touch

After checking the mentioned settings, and confirming that your device is updated to the latest iOS version, if the issue persists, we'd recommend contact Apple Support here: Get Support

Kind regards.
