I assume so, the Related Article -> If you forgot your iPhone passcode doesn't say you can't use Windows 7.

Despite the fact that Windows 7 support ended on January 14, 2020.

But if you're in doubt, you can to go to an Apple Retail Store or Apple Authorized Service Provider for help.
