My friend Apple id got hacked

Hello apple support one of my friends lost his apple id as a result of a scammer how can I get it back because he has all his photos and data in icloud storage!

How can I even put a new Apple ID on my devices now? To take my old ID off my iPad and phone the account needs a password which I obvious don’t have. Surely there must be a solution to this or else Apple should just say all hackers welcome as it appears the system is set up to their benefit!

If your friend gave away his access, it is unlikely he can regain the account. If you think your Apple ID has been compromised - Apple Support
