I activated new iphone 13 but not getting the 3 month free apple tv+ offering. In the ATV+ app it just suggested to start a subscription at 7.99 aud per month

The tv+ 3 months free trial will not be given if you have already subscribed or already using a free trial.
It's only for new member only.
If you are new then you need to use the tv+ app on your new iPhone to join.

I just bought a new Apple phone SE. I have the Apple TV app on the phone but there’s no place to sign up for the free 3 months. I have never subscribed to Apple TV before. Please advise
