Having trouble to open Mac utilities

I need to turn off the firmware but I can not open the Mac utilities pressing command+R when I restart my Mac

MacBook Air 13″, macOS 11.3

Try starting up while pressing the option key. Should bring up startup options. Click on the recovery volume. If your asked for the firmware password give it. Got to utilities at the top menu click on startup utilities or firmware.
