Can I see a year to date history of steps?

If you click on "Y" it gives you the last 12 calendar months, not a particular year, so, it's really a moving average. There's no easy way to compare year-over-year unless you remember to check the number on January 1. And, it isn't even really the last twelve calendar months. Health its currently showing me April 2021-April 2022.
And, there is no year-to-date option, which is what the OP actually asked for (and I missed in my first answer) However, in an app such as StepsApp, I can see the number of steps I've take so far in this year.
Its called Fitness stats,been using it for a few years now.
Apple doesn't give a cumulative total. I'd suggest using a third party app such as StepsApp to view it on your phone.
On your iPhone tap on:
Health > Summary (at the bottom) > Steps > Y (at the top
and you will see a daily average for the year. Multiply that by 365 (or the number of days so far in the year) and you will have the cumulative steps for that year.
I use this app you can enter any between dates you like;
Health app/browse/activity/steps
and at the top tap on Y for year.
