There's a problem with your payment information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.

You will need to contact Apple Support as only an Apple advisor can re-enable your account. An iTunes account that has been disabled can be disabled for various reason. Most commonly it is disabled for security reasons due to a reverse charge detected and received from your financial institution. A reverse charge is called a chargeback, where you have a purchase on your account, Apple has provided the purchase but your financial institution has charge backed the funds used to your account. Your account will be disabled automatically when this occurs and your credit card will be permanently banned from the iTunes and App Store as it is considered compromised. Contact Apple Support and they will further assist you.
