My settings takes up all my storage
I can’t update the new iOS update because of not enough storage but I’ve deleted everything and I still can’t because my settings is using all the storage.

Notice especially the “iCloud Photo Library” row above. Your iPad is busy trying to update that library. It needs a strong Wi-Fi connection and we’ll charged battery (or plugged in to power) to complete that task.
