I have added a child account to my Apple ID, and made an email for my son. But when I use this email to add the child apple account to their new cell phone it says in use by another user. I do see on my phone it shows both, but not sure how to get ride of his on mine so I can add it to his new phone?

Its not totaly clear to me what is happening, but based on what you are saying I think that on the new phone, you are trying to make a new apple Account, thats why it says the email is already in use.
You need to sign into the account you already made, not make a new account.

You need to remove the number on your Apple ID. Look in the Security section when signed in online. After the change, allow up to 24 hours for the change to sync. Before trying to make the change, sign out of Messages/FaceTime on all devices/computers.
