Can I get photos back if deleted from recently deleted ?

Sorry, but if you emptied the "Recently deleted" folder, your photos are gone and can't be restored anymore.

Any chance you still have a backup of your device on your computer, made before you deleted the photos?

This backup still contains all the data, including the photos. But by restoring from that backup, all other settings will be set back as well.
