do any of you guys know how to type katakana on ipad without converting from hiragana?
As far as I know, you have to type hiragana and choose katakana from the suggestions over the keyboard.
Perhaps an alternative in the App Store?
Also ask in the Japanese forums.

Welcome to Apple Support Communities!
Looking at the available languages for the newest iPad, Japanese is an option. However, we do not show Katakana or Hiragana. iPad Tech Specs
Open Settings > General > Keyboard > International Keyboards.
Select Add new keyboard and add the Japanese keyboard.
