How to program 3rd party remote

I’d like to program my direct tv remote to use Apple TV. How can I do that? I tried doing it through the Apple TV app but that didn’t work. Got hung up during the setup after the left arrow. When it asked me to press the down arrow I got a message that it was already in use.
