Restrictions on a child’s phone

I would like to know if there is a way to Monitor or change settings on what websites child can use on their iPhone

iPhone 6, iOS 10

Yes. Settings->Screen Time->Content & Privacy Restrictions->Content Restrictions->Web Content, and select an option there. If you select "Allowed Websites Only". You can specify which websites can be accessed. Anything not in that list will not be allowed.
