Apple Cash does require an iPhone to use. Verifying identity would require the devices mentioned in this link (iPhone, iPad or Apple Watch): Identity verification for Apple Card or Apple Cash
If the photo or scan of your ID is on your Mac, you can transfer it to Photos on your iPhone. The steps are outlined here under "Sync photos to your device": Sync photos between your Mac and iPhone or iPad
