Can’t text non iPhone users, but I can send messages to other iPhone users???

That's because messages are sent to other iPhone users using iMessage.

SMS is used to send messages to non-iPhone users, and it sounds like it is not properly setup for your phone or your cell plan does not have SMS capability.

As SMS is a cellular feature, you should contact your cellular carrier to make sure SMS messaging is included with your plan and is properly setup for your account.
