News app won't run says "Restrictions", but they're off

Every time I would try to download the Apple news app or any other “News” App I would get the “Restrictions” message.

—- an answer to this challenge— I found the “Restrictions” the phone was referring to was located in Settings—Screen Time—Content & Privacy Restrictions—News Apps was turned off. Hopefully this helps.
