App Store apps

I’ve bought a new iPhone. When I signed in App Store with my Apple ID, it turned out that apps, marked with a cloud(they were downloaded on my old iPhone) can’t be downloaded on my new iPhone. I click on the “cloud” to download it but the only thing I get is this image of a cloud again.
