I have the below problem and as answered here by Apple specialist, I went to "Setting" --> "Screen Time" --> "Content & Privacy Restrictions". Actually restrictions was not turned on, but to follow the instruction, I turned it on, and checked the "Allowed Apps" and confirmed that News is allowed. But I still see the same message that "Restrictions Enabled Certain apps. ...." when I tried to open News app.
Any help would be appreciated. I am using iOS

My device is updated. I’m having the same issue
I have encountered the same issue this morning. No restrictions turned on. General > Language & Region > Region set to United States
