I bought a new iPhone 13 pro. Trying to activate and transfer data from my 11 pro and unable to. I opened the SIM card tray and it was empty. Should there have been a card inside?

No, not necessarily. Unless you selected a specific carrier when buying, it would not include a SIM card.
You can use the one from your previous device, assuming it's a nano sized SIM card, or contact your selected carrier and ask them to give you one. They'll normally provide one for free.

Move the SIM card from your old iPhone to your new one, Remove or switch the SIM card in your iPhone - Apple Support, then contact your carrier: Contact a third-party vendor - Apple Support, as they might need to make changes.
