My locked notes have disappeared

I recently bought a new Mac and wanted to be able to access my notes that were stored on my iPhone on my Mac. So, I thought the way to do this would be to simply move my notes from 'On My iPhone' to 'iCloud'. It's worth noting that the majority of my notes were locked. When I went on my iPhone and moved a folder of notes to from 'On My iPhone to 'iCloud', I noticed only some of my notes had transferred and that all of the locked notes had disappeared. I panicked and moved the folder of notes back to 'On My iPhone' and they still weren't there. I've checked recently deleted, looked up multiple solutions online and I can't find any way to recover the locked notes. Any suggestions?

If the notes are missing on your iPhone, the steps in this link may be able to help you find them: If you're missing notes on your iPhone, iPad, or iPod touch

While Search will only see the title of locked notes, you can manually search for notes using the steps from the "Manually search for your notes" part of the above link:

"If Search doesn't show results, you might need to check a different folder and scroll down the list:

Open Notes, then tap the arrow icon Back until you see your Folders list.
If you have more than one folder, tap a different folder to see if your note is in there.

If you still can't find your note, it's possible that you're not using the correct word, phrase or title from the note."
