What is this iPad symbol?

What does this symbol mean on an iPad. It is in the upper right hand corner of a web page opened from a web clip shortcut. When you press it, it opens another tab. It is not there on most safari windows. But is there in some.

Does this icon appear when opening Safari from another app, or when choosing to view something in the Safari browser from another app?
When you say it opens a new window, does it open a blank window, a search window, or something else?
