your battery is severely degraded

Why does battery health service says “Important Battery Message: Your battery health is severely degraded. An Apple authorized service Provider can replace the battery to restore full performance and capacity.”? My battery maximum capacity is still at 93%. What does this mean? I am planning to sell my iPhone to buy a new one but no ones accepting it because of this st*pid message. Is Apple now producing low quality hardware?
