Reporting an issue in Apple Maps.

I have reported issues before in Maps, both on iPhone and Mac. Today, I have an issue with an incorrect phone number for a restaurant (it is for a different location from the location displayed and selected in maps). But, I am unable to report the issue. The "send" command is greyed out. I am up to date on iPhone 13 and 14 inch MacBook Pro operating systems. Any ideas? Do you think Apple blocks individuals from time to time? I have only reported issues about 20 times in the last 5 yrs. My issue today only involves the incorrect phone number. So that was selected and a comment was added. They did tell me when I showed up at the restaurant for my takeout order that I was the third person it happed to today (correct restaurant chain, wrong location). This is a small local business with maybe 2 or 3 locations, so no website ordering, just phone.
