If I upgrade to iCloud+ on my iMac, can I use the increased storage on my other Apple devices such as my iPhone and iPad, or do I need to upgrade for each device?

You can use it on all of your devices (assuming that they are all using the same Apple ID for iCloud). The storage is linked to your Apple ID, not to a device or devices.
