Why can’t I change my Apple ID back to my iCloud Email?

I originally created my Apple ID by creating an iCloud email, months ago I decided to switch it to my outlook email and now I wish to change it back to my iCloud email but it won’t let me I feel like I’ve tried everything, turning off iMessage and FaceTime on my device, signing out of all media services (app store, Apple Music, Podcasts, Game Center, etc) all before signing out of my Apple ID account on my device and then attempting to change Apple ID email on a browser. Nothing. Anybody got any idea what I’m doing wrong?

Apple hasn’t published any guidance for using an address again. Normally, if your e-mail address was associated with an ID in any way, for example as a Notification email address or a Rescue e-mail address, then it can't be reused as an Apple ID email address for approximately one year. I have also seen posts that stated Apple told them there was a 30 day waiting period before the address could be used again. You will need to get another e-mail address from somewhere like AOL or Yahoo to use as your Apple ID or you can try waiting 30 days to see if that works.
