Try setting the International Keyboards by doing these steps:
1. Open "Settings"
2. Go to "General"
3. Go to "Keyboard" and then tap on the "International Keyboards" category
4. Then go to "Add New Keyboard" - this will take you to a menu where you can select the language of your choice.
I hope that helps...
It depends on what language you are trying to type in. I don't really recognize all of those characters but I think some of them could be found in Vietnamese(?)
Not really sure what else I could suggest. I'm only familiar with English and Japanese language keyboards... :\

Is there anyway to make a shortcut for these? and is there an international keyboard that has these as characters/special characters?
No. Is this for Egyptian transliteration or something similar?
I think the only way to make these using a keyboard would be with a hardware keyboard with the layout set to US Extended.
You can also use an app like Unicode Map, but it is still copy/paste I think.
