How do I go from iOS 12.5.5 to the new iOS for iPad iOS 15
How do I switch from iOS 12.5.5 on my iPad Air to iOS 15 the latest version it keeps backing up to the old version and I would like to see if I can get the newest version of iOS

If you still have iOS 12.5.5 on your iPad Air, I would say you have a 1st Generation iPad Air and it will not update to iOS 15.3.1, it does not have the hardware needed to update. It cannot support the newer iOS. If you want or need the newer iPadOS, you will need to purchase a newer iPad.
