Sent a text message that was not received by an Android phone? Any thoughts on why?

I sent a text message to an android phone, but it was not received. I have verified the # is correct, and have received a message from the #, but the owner of that #?has not received my response. Confirmed my # is not being blocked on the android phone. Why is this occuring?
