Microphone is in Use:

Reportedly, it shows when an application is accessing a camera or microphone. See this image: yellow_dot-near-macos-control-point-icon.jpg

If you mean a microphone such as I’ve shown here, it shows your microphone is currently being used, and generally the application using it.

What "control panel"?:

The Control Panel is part of MS Windows ---not iOS.
