Transfer to new iPhone

I’m trying to transfer data through iCloud to new iPhone 12 and although it says I’m connected to Wi-Fi in settings it’s not showing the Wi-Fi bars on my screen and when I try to log in to Appleid it won’t let me saying that there was an ‘error connecting to the Apple server’. My transfer is paused and I now can’t do anything on either my old or new phone!
