Command + R not working to reset password

I have forgotten the login password and I tried repeatedly with Command + R while restarting but still could not get into the Recovery Mode. I was told the reason behind is that it is linked to an Apple ID, and the device has to be removed from that Apple ID account in order for Command + R to work. Is it true?

Instead of Command + R, I tried holding Power button and managed to go into the Recovery MacOS. Then I try to perform the password reset but it prompts a message "could not verify credentials because directory server does not support the requested authentication method". What does it mean? Wondering if it is because the Macbook is not associated to any Apple ID? What should i do next?
