I have a cash balance on my cash card that I need to transfer to my bank account. When I follow the instructions here in this page I am unable to see the more button anywhere. I only have the option to pay. (Hold near card reader). There is no little black circle with bubbles. What can I do?

Do NOT double tap the side button to open the Apple Pay wallet. That will not allow you to do anything other than pay for something at a terminal.
Open the wallet app from the Home Screen or App Library.

You do have the option. Just select the card. You’ll see your transactions, done, a magnifying glass, and more (the three dots).
